The Queensland Fire and Emergency Services (QFES) is committed to creating a safer Queensland through provision of world-class professional fire and rescue services.
QFES performs an important role as an advice agency for building work assessable against the Building Act 1975.
In the interests of a seamless, transparent Referral Agency Advice Process, QFES have improved a number of important forms. These forms are as follows:
- Request for Meeting
- Request for Comment on Fire Engineering Brief
- Application to Assess / Reassess Special Fire Services and / or Alternative Solution Design
- Application to Inspect / Re-inspect Special Fire Services and / or Alternative Solution Design
- Documentation Only Submission
The table below provides an explanation of when to utilise these forms:
Use this form to request a meeting with the QFES regarding a building approval. There are four types of meetings relevant to the building approvals process and these are explained in the following sections. Select the correct type of meeting on the ‘Request for Meeting’ form to ensure all parties are clear on the type of meeting required and the correct fees are charged.
A Preliminary Meeting is a meeting to discuss a building approval where the building design is Deemed-to-Satisfy or unknown, prior to an ‘Application to Assess/Reassess Special Fire Services and/or Alternative Solution Design’ has been received by the QFES.
A FEB/FER meeting is a meeting to discuss an Alternative Solution building approval prior to construction starting on the building.
Minor Performance Meetings
A Minor Performance meeting is a meeting to discuss an Alternative Solution building approval once an Assessment Report has been issued and construction has started on the building.
BAO Consultancy Meetings
A BAO Consultancy meeting is a meeting to discuss a Deemed-to-Satisfy building approval after the ‘Application to Assess/Reassess Special Fire Services and/or Alternative Solution Design’ has been received by the QFES.
To request QFES review and provide comment on a Fire Engineering Brief.
To request QFES assess or reassess a building application.

Use this form to request the QFES to inspect or reinspect a building. There are five types of ‘Inspection’ relevant to the building approval process that the QFES can be requested to conduct. Select the correct type of inspection on the ‘Application to Inspect/Reinspect’ form to ensure all parties are clear on the type of inspection required and the correct fees are charged.
An interim inspection is a request to inspect one/many SFS/s prior to the SFS installation being completed.
Inspection for Staged Approval
An inspection for staged approval is a request to inspect SFSs within a part of a building so that a Certificate of Classification can be issued by the Building Certifier for that part of the building.
An additional inspection is a request to carry out another inspection of SFS (other than an Interim Inspection/Test).
An inspection is a request to inspect one or more SFS in the building.
A re-inspection is a request to re-inspect one or more SFS in the building following a Non-Compliant Inspection.
Use this form to submit to the QFES information pertaining to Building Works that meet the Scope Reduction Criteria.
What Constitutes a ‘Complete’ Application for Assessment / Re-Assessment?
QFES require the following information for the assessment / reassessment of your application:
Application for Assessment / Reassessment of Special Fire Services and / or Alternative Solution Design (Form).
Building Application drawings.
Fire Engineering Brief (FEB).
Fire Engineering Report (FER).
A report addressing the six ‘performance recommendations’ detailed in the QFES Fire Alarm and Building Design Guidelines for the Reduction of Unwanted Alarms.
If your Application is deemed incomplete…
If QFES does not receive all of this information, you will receive an “Information Request – Application for Assessment / Re-Assessment” letter, identifying which information has not been received. Your application will be suspended, pending receipt of this information.
You will be required to resubmit the required information within 10 business days (of receiving the Information Request Letter). If this time lapses and the information has not been received, QFES will not be able to assess your application, and it will be returned to you.
